The International Federation of Horseracing Authorities (IFHA) was formally declared as an association on December 23, 1993, establishing a global organization dedicated to promoting integrity, cooperation, and the continued advancement of Thoroughbred horseracing.

Since its formation, the IFHA Statutes have been periodically reviewed and amended to reflect the evolving needs of the international racing community and the Federation’s governance. Amendments were approved in October 1997, October 2003, October 2004, October 2010, March 2013, and June 2021.

The current International Federation of Horseracing Authorities Statutes were formally approved by the IFHA General Assembly on June 30, 2021, and serve as the governing framework for the Federation’s organization, objectives, membership, and operations.

The Statutes provide the foundation for the IFHA’s mission to encourage international cooperation among racing authorities, promote high standards of integrity and welfare, and support the consistent development of policies and practices that benefit Thoroughbred racing worldwide.
